Healthcare providers must give binding cost estimates before treatment
The Problem
64% of Americans have delayed or forgone care out of fear of surprise bills. 68% don't know what a treatment costs until months later. One in five Americans has medical debt in collections. You wouldn't buy a car without knowing the price - why should healthcare be different?
The Standard
Healthcare providers must give binding cost estimates before non-emergency procedures. No surprise bills from out-of-network providers at in-network facilities. Patients have a right to know costs upfront.
Where It Exists
The No Surprises Act (2021) protects against balance billing from out-of-network providers. Hospitals must publish pricing online. California requires good faith estimates and prohibits charging uninsured patients more than the lowest negotiated rate.
